Warrant Issued for Insurance Agent in Date Rape Case

An arrest warrant has been issued for an Orange County, California insurance salesman who police want to question in the April drugging of a former Olympic ice dancer.

Oksana "Pasha" Grishuk, who lives part of the year in Alisa Viejo, Calif., reported that she began to feel ill last month after consuming a drink in the lounge of the St. Regis Monarch Beach resort. Grishuk had reportedly been at the resort to meet with a man on business, whom police have identified as insurance salesman James R. Halstead, 61, of Santa Ana.

The issued warrant is for one felony count of giving a "narcotic, anesthetic and intoxicating agent" to an unwitting woman. Grishuk tested positive for the date-rape drug GHB.

Halstead has had run-ins with the law before, and currently is accused in civil lawsuits of defrauding investors of some $20 million.

Grishuk, representing her native Russia, won gold medals in ice dancing in the 1994 and 1998 Olympics.

Why isn't this drug outlawed? Other than the illegal purposes this person used it for what is this drug intended to do?
