Reports say the deal for $38 million covers a major hurdle in the negotiations - whether to recognize Minnesota's liability limit by putting a cap on awards to individual victims.
The deal will reportedly permit victims to claim up to $400,000 each, with a supplemental fund worth nearly $13 million to cover those with the most serious injuries.
The collapse of the bridge on Aug. 1, 2007 killed 13 and injured more than 100 people.
