Construction Company Owner Charged in Scheme

The owner of a Suffolk County construction company has been caught in an alleged scheme to defraud the New York State Insurance Fund of more than $100,000 in unpaid workers’ compensation premium.

Manuel Mishirumbay, 35, of Central Islip, NY, faces felony charges of violating the Workers’ Compensation Law following his arrest by detectives from Suffolk County District Attorney Thomas Spota’s Office on Oct. 31.

Mishirumbay, owner of Manuel Construction in Central Islip, was charged for allegedly concealing the extent of his operation from NYSIF, with which he placed coverage for workers’ comp insurance.

His arrest was the result of initial information uncovered by NYSIF audit staff that found Mishirumbay’s construction firm allegedly failed to report several large payments from other NYSIF policyholders, amounting to income of more than $325,000 between 2003 and 2007.

As a result, Manuel Construction allegedly defrauded NYSIF of approximately $106,000 in unpaid workers’ comp premium.
